This position will reconcile payroll in the South Carolina Enterprise Information System (SCEIS). Work with the Comptroller General's Office and SCEIS team to analyze and resolve simple to complex payroll related issues. Serve as time and leave administrator. Process work schedule rule changes, substitutions, LWOP, etc. Produce missing time reports. Work with managers and employees to resolve time and leave issues. Generate standard and ad-hoc payroll related reports as scheduled and/or requested for audits and other agency related use. Maintain agency organizational charts, vacancy report, turnover report, etc. Process garnishments for child support, and tax levies. Complete employee verification requests. Prepare monthly payroll reports and train a back-up payroll administrator. Process new hire/rehire and current employee payroll changes. Procurement and financial analyst for the Office of Finance and Administration. Process school procurement requests for review and approval. Include processing of purchasing requisitions, travel authorizations and vendor invoices. Prepare deposits for admissions and summer programs. Report to Department of Administration and retain records of all deposits. Lead role in collection, monitoring, reporting, and reconciling registration payments for the residential and summer programs. Includes monitoring/recording of all payments for food services, fines and fees, room damages, and registration for all program admissions. Other related duties as assigned.
Skills and Requirements
Minimum Requirements: A bachelor’s degree and experience administering payroll and processing purchase requisition or an approved acceptable equivalence in accordance with State Human Resources regulations.
Preferred: Experience processing employee payroll in the SC Enterprise Information System (SCEIS). Previous experience in procurement and proficient in Excel software
Knowledge, Skills and Abilities: The successful candidate will be expected to work in an independent manner while exercising sound professional judgement in applying payroll related policies and procedures. Ability to communicate effectively with employees, students, families, and state vendors. Ability to multi-task while handling paperwork and assigned tasks. Ability to handle stressful situations on occasion.
